De Soto council to consider community center master plan with $47 million option including a pool
Adopting the plan would not authorize construction or borrowing, the staff memo says.
DE SOTO - The De Soto City Council on Nov. 5 will consider adopting a master plan for a new community recreation center near 91st Street and K-10, according to a staff memo and plan summary.
The plan estimates the new center at $47 million with indoor aquatics or $34 million without, assuming construction in 2029. It also calls for improving the existing Community Center and remodeling the senior center. Adoption "would not authorize construction, borrowing, or a final project budget," the memo says.
The plan's funding strategy uses franchise fees from Panasonic and the Beale data centers and does not assume a higher city property tax rate. Projected monthly fees for residents with a pool would be $45 for adults and $75 for households.
A city survey drew 419 responses, and about two-thirds said they would definitely or probably use a new recreation facility. Staff recommends adoption.
Also on the agenda: a first presentation of an incentive application from Sunflower Land Company and a resolution scheduling a public hearing on a project plan for a senior living facility.
