Urbana council to vote on making mayor a nonvoting member of Committee of the Whole

URBANA - The Urbana City Council is scheduled to vote Monday on an ordinance that would make the mayor a nonvoting member of the council's Committee of the Whole, according to the agenda and packet for the rescheduled 7 p.m. meeting at 400 S. Vine St.

A packet memo says four former city officials questioned a May 18 committee meeting where the mayor was asked to break a tie. It says 2019 language making the mayor nonvoting was dropped in a later amendment that year, and the city attorney concluded the mayor may vote.

Also up is an ordinance rewriting the city's list of appointed officers to add the assistant city administrator and chief human resources officer. A staff memo says new positions would still need council approval.

The Committee of the Whole, meeting the same evening, will consider $60,000 in state-funded police sponsorship grants for trauma services: $30,000 to DREAAM and $10,000 each to Courage Connection, the Champaign County Children's Advocacy Center and Urbana Neighborhood Connections Center. No local match is required, the memo says.

Mayoral appointments include Marcus Johnson to the Civilian Police Review Board and Patrice LeNard to the Human Rights Commission, both through June 30, 2029.
