Savoy downtown development proposals due Friday
The village is seeking a developer for a 2.8-acre, village-owned site on West Main Street.
SAVOY - The Village of Savoy will stop taking proposals for its planned downtown development at 4 p.m. CT Friday, Oct. 16, according to the village's request for proposals and its bid opportunities page.
The request, 2026-RFP-003, issued Sept. 1, seeks a mixed-use, main-street-style project on nine village-owned lots totaling 2.8 acres near West Main Street. The village says it lacks a traditional downtown and wants two- and three-story buildings with ground-floor dining, entertainment and retail, residential or office space above, and a public gathering space.
Village staff will score proposals on the development concept (30%), urban design and amenities (25%), funding viability (20%), team experience (15%) and compliance (10%). The document's timeline lists Nov. 20 as the anticipated date a finalist is notified. Proposals go to Village Administrator Andy Quarnstrom.
