County board to weigh refusing tax breaks for hyperscale data centers and banning NDAs

The same agenda would also add one sheriff's deputy, to collect and transport cash, bringing sworn staffing to 59.

URBANA - The Champaign County Board's Committee of the Whole on Tuesday will consider a resolution making it county policy not to negotiate tax abatements, payment in lieu of taxes agreements or other concessions for hyperscale data centers, according to the committee's agenda packet.

The draft says county policy "shall be to not negotiate any property tax abatement agreement, any payment in lieu of taxes agreement, or any other concession" for such projects. It notes that no data center applications have been submitted to the county for rural Champaign County and that municipalities may negotiate with developers on their own.

The committee will also take up an ordinance barring board members from using nondisclosure agreements on county business and barring county employees from signing them in their county work. A third item would raise the sheriff's sworn staffing from 58 to 59, adding a deputy to collect and transport cash three times a week.

The drafts are written for full County Board adoption Oct. 22. The committee meets at 6:30 p.m. at the Bennett Administrative Center, 102 E. Main St., Urbana.
