Rantoul weighs $1 million electric-system upgrade, emergency home-repair loans and e-bike rules
Draft ordinances in the Village Board's packet are dated for passage Oct. 13.
RANTOUL - The 89-page agenda packet for the Rantoul Village Board of Trustees' Oct. 6 study session includes a $1,015,642 contract to upgrade the village electric department's control system, a new loan program for emergency home repairs and rewritten rules for e-bikes and scooters. Draft ordinances in the packet are dated for passage Oct. 13, when the board next meets.
The contract with Vipower Services LLC would replace the electric department's SCADA (Supervisory Control and Data Acquisition) system and upgrade substation protective relays. With a 10% contingency of $101,564.20, the total is $1,117,206.20. Staff wrote that work would start this month and finish in spring 2027, paid for from the village's recent electric bond.
The Residential Emergency Repair Assistance Loan Program would lend income-qualified homeowners $2,000 to $15,000 at a fixed 2% interest rate, repaid over up to five years, for furnace or water heater repairs, sewer line repairs, required ADA ramps and removal of hazardous dead or damaged trees. Staff wrote that the village's federally funded housing grant program cannot cover emergencies, so residents with a broken furnace or a sewer backup are now sent elsewhere.
Households earning up to 80% of the area median family income would qualify, which staff estimated is about 70% of Rantoul households. Part of each loan would be forgiven for lower-income borrowers: the final 25% for households between 50% and 80% of median income, and the final 50% for those below 50%, after they repay the rest. The program would start with $75,000 moved from the village's Micro Loan Fund, which has a balance of $337,807, and loans would be made first come, first served.
The e-bike ordinance would replace a section of the village's traffic code with new rules for bicycles, e-bikes, gas bikes, motorized scooters and skateboards. Under the draft, e-bike riders must be at least 15 and may not ride on sidewalks, while motorized scooter riders must be at least 13 and may ride only on sidewalks. The impoundment fee would be $50 for an owner's first impoundment, $100 for the second and $150 after that.
The staff memo says this version drops fines and delays the effective date to Jan. 1, 2027, to allow time for public education. The draft ordinance attached in the same packet, however, still lists a fine of $75 to $750 per offense and an effective date 10 days after passage.
The packet also includes a six-year, $40,278 maintenance agreement with Altorfer Power Systems for generators at the water plant and the Century Boulevard wells, and a property tax levy presentation. The agenda for the Oct. 13 board meeting had not been posted Thursday afternoon.
