Campbell council approves 290 homes at Technology Park site, 3-1
Mayor Daniel Furtado voted no; Councilmember Elliot Scozzola was absent. The project is a builder's remedy plan that replaces the R&D campus.
Campbell City Council voted 3-1 on Monday, Nov. 2, to certify the final environmental impact report and advance Bay West Development's plan for 290 homes at Campbell Technology Park, according to the official meeting recording. Mayor Daniel E. Furtado voted no. Councilmember Elliot Scozzola was absent.
Councilmember Sergio Lopez made the motion; Vice Mayor Anne Bybee seconded it. Councilmember Terry Hines voted yes. A proposed alternate motion adding nearby traffic and bike safety measures died for lack of a second, the roll-call window shows.
Staff said the 17-acre site holds four research buildings (about 280,000 square feet). The homes are 27 detached houses, 149 three-story townhomes and 114 four-story townhomes at 635–695 Campbell Technology Parkway (PLN-2023-165). A second reading is required.
Staff called it a builder's remedy project: if a city lacks a state-approved housing element when a builder files a preliminary application, the city cannot deny the project or cut its density only for conflicting with local zoning. The application arrived April 18, 2023, the same day the council took up its new housing element.
