Congress, District 16: Liccardo, with $2.26 million in the bank, faces Republican Soulé
The first-term Democrat and former San Jose mayor has outraised his challenger nearly 1,000 to 1.
Democratic Rep. Sam Liccardo faces Republican Peter Sundin Soulé on Nov. 3 for the U.S. House seat in California's 16th Congressional District, which covers about 19% of San Jose's land area, the Secretary of State's candidate list shows. Liccardo lists his ballot job title as “United States Representative”; Soulé lists “Investor.”
Liccardo has raised $3.87 million this cycle and had $2.26 million left as of Oct. 14, Federal Election Commission (FEC) records show. Soulé had raised $4,272 and had about $4,125 left.
In the June 2 primary, where the top two advance regardless of party, Liccardo won 75.6% of the vote. Soulé was second with 10.8%.
Liccardo won the seat in 2024 with 58.2% of the vote against fellow Democrat Evan Low.
Liccardo's House biography says he served two terms as mayor of San Jose. His campaign site lists affordable housing, lower living costs and “protecting our rights and democracy.” No campaign website for Soulé was found.
The California Democratic Party endorses Liccardo, according to the Santa Clara County Democratic Party's list; the California Republican Party endorses Soulé.
Statewide, likely voters favor Democratic House candidates 63% to 35% in an Oct. 16-22 survey by the nonpartisan Public Policy Institute of California (PPIC).
