Orem Planning Commission approves Smarty parking lot and landscaping overhaul

OREM - The Orem Planning Commission on Oct. 21 approved a site plan for parking lot and landscaping changes at the Smarty property on Sandhill Road, according to commission resolution PC-2026-0046 and the staff report in the meeting packet.

The staff report says the 4.26-acre site, in the highway services (HS) zone, will go from 240 parking stalls to 256. The number of ADA-accessible stalls stays at seven. Six parking islands will be made smaller, one island and one median will be removed, and the lot will be repaved and regraded to drain to a new retention basin.

Existing landscaping on the west and north sides of the Smarty building will be replaced with rock mulch, bushes and trees, the report says, for about 15,800 square feet of landscaping that includes 42 trees. The park strip along Sandhill Road is not part of the project.

The city's Development Review Committee recommended approval on Sept. 21 without conditions, according to the report. The commission is the final land-use authority for the site plan. In the meeting recording, the chair says the motion passed unanimously.
