Parkland trustees name Morgann Quilty associate vice president; auditors give clean FY2026 opinion

College newsroom says the board also heard the tax levy estimate; final levy is due at the Nov. 18 meeting.

CHAMPAIGN - The Parkland College Board of Trustees approved Morgann Quilty as the college's first associate vice president for academic services at its regular meeting Wednesday, according to a Parkland newsroom report posted Oct. 15. Quilty previously served as library director, associate dean and dean of the Learning Commons, the college said.

Vice President for Administrative Services and Chief Financial Officer Amie Loyd presented estimated amounts for the Tax Year 2026 tax levy, the report says. A Truth in Taxation notice will appear in the News-Gazette before the board's Nov. 18 meeting, when the final levy is scheduled. Loyd and Heather Powell of Forvis Mazars also presented the Fiscal Year 2026 Comprehensive Annual Financial Report. Auditors gave an unmodified, or clean, opinion and reported a $755,360 General Funds surplus that brought the General Operating Fund balance to $41.1 million, or 61.5% of FY2026 expenses, with no reportable ICCB grant-compliance findings, according to the college.

Trustees also approved grant applications and accepted external awards, including congressionally directed aviation and dental clinic funding and a U.S. Department of Education Title III Strengthening Institutions award, the newsroom account shows. Award dollar totals were not restated in the Oct. 15 post.
